Empowering Minds
The Education Project is designed to strengthen Belize's education system by improving learning environments, expanding access to digital technologies, and building long-term institutional capacity.
The Project focuses on improving numeracy, literacy, 21st-century skills, and certified technical competencies to better prepare students for work and further learning. By supporting the integration of digital tools in classrooms, enhancing teacher training in modern pedagogy, and reducing disparities in access to quality education across regions, the project aims to equip students with the skills needed for future academic and economic opportunities.
Transforming Teaching and Learning
This component focuses on improving the quality of classroom instruction and student engagement through modern pedagogical approaches and digital tools.
It supports curriculum enhancements, teacher professional development, and the integration of technology to create more effective and inclusive learning environments.
Sub-activities
Quality Assurance
This Sub-activity aims to improve accountability for the quality of student learning through the establishment of an educational quality assurance system to assess and improve the quality of management and teaching as well as the achievement of learning outcomes by funding the following interventions:
- Quality Assurance Framework
- Enhancement of the Belize Education
Management Information System (BEMIS) - National Student Assessment System
- Education Policy Reform
Equipping Secondary Educators
I This Sub-activity aims to improve the quality of educational leadership and teaching through capacity building and providing teaching and learning resources by funding the following interventions:
- Leadership/Teacher Training
- Improvement of pre-service teacher education
- Educational Resources for teaching and learning
Training and Transitioning to Work
This Activity supports Technical and Vocational Education and Training (TVET) providers to enhance their delivery of high-quality training demanded by the labor market and improve access to these training opportunities.
After Belize creates a National Training Agency (NTA) to manage planning, updating of regulations, and oversight of quality, equity, relevancy and efficiency of the TVET system, this Activity will support the newly established agency in fulfilling its role.

TVET Governance
This Sub-activity aims to improve the efficiency, inclusivity, and effectiveness of systems related to governance, management, financing, and quality assurance of the TVET system (including secondary schools and tertiary institutions offering TVET programs and institutes for TVET), by funding the following:
- National TVET Policy, Strategy & Act
- Establishment of a National Training Agency
- Development of Sectoral Skills Councils
TVET Delivery
This Sub-activity aims to design and build the capacity of the TVET sector to implement inclusive TVET programs that are aligned to labor market needs by funding:
- TVET Training
- TVET Education Resources
- Internship/Apprenticeship Model
Intended Outcomes
The Empowering Minds project has delivered measurable improvements across Belize's education system by expanding access to digital learning tools, strengthening school infrastructure, and supporting teachers with modern pedagogical resources.
Education Project Objective: To equitably increase the availability of post-primary graduates with the competencies relevant to labor market demands.
