Justine Hufford

Justine Hufford serves as Deputy Resident Country Director (DRCD) for the Millennium Challenge Corporation (MCC) Resident Country Mission (RCM) in Belize. As Deputy, she supports the Resident Country Director with oversight and management of the Belize Compact. At MCC, Justine has also previously served as DRCD for the Timor-Leste Compact and Senior Program Officer in MCC’s Europe, Asia, Pacific, and Latin America (EAPLA) Program, where she supported compact development of the Belize and Timor-Leste compacts and implementation of the Mongolia Water Compact.

Justine brings over a decade of practical and academic experience in international development and public policy. Before joining MCC, Justine served as the Senior Development Officer in the Global Economy and Development program at the Brookings Institution, where she supported project development, partnerships, and grant management for global research initiatives focused on education and workforce development, economic growth, and digital transformation. Prior to Brookings, Justine worked for an agricultural technology startup in Ghana and in education policy research and consulting in the San Francisco Bay Area. Justine holds an MSc in Development Studies from the London School of Economics and Political Science, and a BA in Political Science from the University of California, San Diego.
