Juan Rancharan

Juan R. Rancharan currently serves as the Environment and Social Protection Director of the Millennium Challenge Account Belize (MCA-Belize), where he provides technical input and strategic guidance to ensure that all Compact-funded activities meet environmental and social performance objectives. His role includes ensuring compliance with relevant national environmental and social laws and regulations, Millennium Challenge Corporation (MCC) Environmental Guidelines, and the International Finance Corporation (IFC) Performance Standards on Environmental and Social Sustainability (IFC PS).

An Agriculture and Extension Specialist by training, Mr. Rancharan brings over 15 years of leadership experience in Environmental and Social Impact Assessments in Belize. He previously served as the Environment and Social Performance Specialist under the Belize Compact Development Program (BCDP), with responsibilities spanning Agriculture, Special Education, ITVET, Indigenous Peoples (PS7), and Energy. In this role, he focused on integrating environmental, agricultural, social, and climate considerations into the development process, with particular emphasis on mitigating impacts to natural resources and incorporating climate change considerations into project design and implementation.

Prior to joining BCDP, Mr. Rancharan served as Monitoring and Evaluation Specialist for the Sustainable Tourism Project II at the Ministry of Tourism, as well as Policy Coordinator and Sustainable Development Officer at the Ministry of Natural Resources and the Environment. From 1987 to 1997, he was responsible for developing, implementing, monitoring, and evaluating the Sugarcane Technical Support Service (SETSS) at Belize Sugar Industries, where he also served as the Company Health and Safety Officer. Mr. Rancharan is recognized for his practical, hands-on approach to problem-solving, with a strong aptitude for diagnosing, restoring, and optimizing systems - an attribute that reflects his commitment to functionality, efficiency, and continuous improvement. He is fluent in both English and Spanish and has completed diplomatic tours in Cuba, Washington, DC, and Canada.
He holds both a Master’s and a Bachelor’s degree in Agricultural Extension Education from the University of Florida, Gainesville, Florida.
