Dr. Marcia Bouloy

Dr. Marcia Mahler Bouloy currently serves as the Executive Director of the Millennium Challenge Account Belize (MCA-B), a position she has held since December 6, 2024. In this role, she oversees the implementation of the Belize Compact’s Education and Energy Projects, providing strategic leadership to ensure effective delivery, accountability, transparency, and long-term national impact aligned with development priorities.

An accomplished executive leader with over 20 years of experience in education, public administration, policy development, and consultancy, Dr. Bouloy holds a Doctorate in Higher Education and Leadership from Saint Peter’s University and a Master’s Degree in Public Administration with a concentration in Public Policy and Personnel Management from Valdosta State University. Her expertise spans strategic planning, policy development, project management, stakeholder engagement, and institutional strengthening across public and educational sectors.

Prior to joining MCA-Belize, Dr. Bouloy served as Associate Dean of Student Affairs at St. John’s College Junior College (SJCJC), where she led student transition and success initiatives, strengthened enrollment strategies, and advanced diversity, equity, and inclusion through targeted outreach to marginalized communities and evidence-based student support programs.

Beyond higher education, Dr. Bouloy has served as an administrator and consultant for national organizations, including the Belize Port Authority and the Border Management Agency, contributing to business planning, governance frameworks, operational policies, and capacity-building initiatives. She currently serves as Board Chair of Sadie Vernon Technical High School and as a Board Member of the Belize Tourism Board.

A dedicated advocate for transformational leadership, sustainable development, and evidence-based decision-making, Dr. Bouloy continues to contribute to Belize’s educational and economic advancement through collaborative partnerships and innovative leadership. Outside of her professional roles, she is married, the proud mother of one son, and remains actively engaged in community service and social empowerment initiatives.
