Carolyn Crawford

Ms. Carolyn Crawford currently serves as the Director of Procurement at the Millennium Challenge Account Belize (MCA-Belize), where she leads and oversees all procurement activities under the Millennium Challenge Corporation (MCC) Compact. She is responsible for strategic procurement planning, competitive procurement processes, contract administration, vendor and consultant management, and coordination with technical teams and stakeholders to support timely, efficient, and effective project implementation. She ensures full compliance with MCC Procurement Guidelines, international best practices, and national regulations.

A results-driven senior procurement professional, Ms. Crawford brings over fifteen years of experience in procurement, logistics, supply chain, and financial management, supported by extensive local and international training and hands-on leadership across complex procurement environments.

Prior to joining MCA-Belize, Ms. Crawford served as Procurement Consultant for the Energy Resilience for Climate Adaptation Project (ERCAP), a World Bank–funded initiative implemented by Belize Electricity Limited (BEL). In this role, she managed the full procurement lifecycle and supported multi-sectoral development programs funded by international partners and donors.

Ms. Crawford’s expertise includes procurement operations, project management, supply chain and inventory management, and institutional capacity building. She has led numerous procurement training initiatives for public and private sector entities across Belize, strengthening compliance, transparency, accountability, and value for money. She holds two master’s degrees—one in Procurement, Logistics and Supply Chain Management and another in Procurement and Contract Management—and remains committed to continuous professional development. Ms. Crawford also serves as a Board Member of the Young Men’s Christian Association (YMCA) and previously served on the boards of Belize Elementary School and Belize High School. Recognized for her leadership in strengthening procurement systems and supporting governance reforms, Ms. Crawford contributes to sustainable development outcomes through efficient, ethical, and resilient procurement and supply chain solutions.
